Pleased though they are, some consumer groups are keeping the champagne on ice until the proposals are actually implemented. “We’ve been here before,” says Ellen Haas, executive director of Public Voice for Food and Health Policy, a consumer advocacy group. “Back in 1979 similar regulations were proposed and nothing ever happened. We need more than good intentions.” It’s on the way: legislation similar to the FDA’s proposal, but more extensive, is making its way through Congress.
